Ms. Rauna Mukumangeni

Director of Public Private Partnership

Ms. Rauna Mukumangeni has 12 years of experience in a variety of fields such as economic research, fisheries management, investment promotion, project appraisal, policy analysis, administration and real estate. Currently she is a Deputy Director within the Division of Project Appraisal in the Directorate of PPP. Previously she worked at the Ministry of Fisheries and Marine Resources (MFMR) as an Economist and later as a Chief Economist before she transferred to the Ministry of Industrialization, Trade and Medium Enterprises (MITSMED) in the same position. At MFMR, she was involved daily in the management of quotas and fishing rights.

She also served two consecutive terms as the Secretary to the Marine Resources Advisory Council, a body that advises the Minister on fisheries matters. At MITSMED, her duties among others included promoting Namibia as a preferable destination for investment, appraising, analyzing and profiling of marketable projects for promotion by the Government.

Her academic qualifications include a Masters in International Economic Policy and Analysis acquired at the University of Westminster, Masters of Business Administration from the Management College of Southern Africa, a Programme in Investment Analysis and Portfolio Management from UNISA; Bachelor of Economics Degree from the University of Namibia. She has traveled to more than 20 countries both privately and on official duty and has represented Namibia at international foras that include but are not limited to FAO, COFI and AGOA.

Ms. Charity Sitwala

Deputy Director (Outreach and Capacity Building)

Ms Charity Sitwala has a combined 16 years working experience in Vehicle Registration and Licensing, Business Management, Project Management & Administration. She previously worked for Roads Authority as a licensing officer and later as a Supervisor for Vehicle Registration and Licensing where she was responsible for testing and issuing out individual driving licensing as well as Motor Vehicle registrations and licensing.

She later joined the Public service in the office of Vice-President under Veterans Affairs as a Development Planner then later promoted to Chief Development Planner in the Project Planning and Development Department. Her duties among others were initiating, planning, overseeing the implementation and completion of Developmental/Capital projects such as Veterans Recreational Facility, Construction of Veterans Affairs Regional Offices, Veterans Housing project, Agricultural support package project (crop farming), Poultry Farming project, and preparation of feasibility studies.

This also included conducting monitoring and evaluation exercises on Developmental Projects. Apart from the management of projects at Veterans Affairs, she was also responsible for formulation of the Development Budget for the Ministry. Charity holds a National Diploma in Commerce and a Bachelors Degree in Business Administration from the Polytechnic of Namibia, and a Master of Business Administration in International Business from Amity University, India. She enjoys reading, travelling and choral singing amongst a few personal interests.

Ms. Salome Idhenga

Chief Economist(Outreach and Capacity Building)

Ms. Salome Ngwedha Idhenga-Iipinge is a Chief Economist, in the Directorate Public Private Partnership (PPP), Ministry of Finance. Her academic qualifications includesMasters of Philosophy in Development Finance, from Nelson Mandela Metropolitan University (NMMU), and a Bachelor of Economics from University of Science and Technology (NUST). Ms. Idhenga-Iipinge previously worked at Ministry of Finance as an Economist in the Directorate of Budget Management and Control, and was also seconded to Tender Board of Namibia, for a period of one (1) year.

She was responsible for compiling and analysing the national budget. She served as Board of Directors for the Diamond Board of Namibia and also served as a Secretariat for Cabinet Committee on Treasury (CCT). Ms. Idhenga-Iipinge later joined the Ministry of Industrialization and SME Development as a Trade Promotion Officer, responsible for technical advice on imports and exports policies, as well as trade measures.

Ms. Idhenga-Iipinge has worked as Senior Economist at the Ministry of Poverty Eradication and Social Welfare (MPESW), under Policy and Planning Directorate, which she has headed for a period of three (3) years. During her tenure at the MPESW, she spearheaded the development of the Blueprint on Wealth Re-Distribution and Poverty Eradication, as well as Social Protection Policy Framework for Namibia. She has over ten (10) years of related experiences and her area of specialization includes research, social protection, procurement, public finance, policy formulation and advisory services

Mr. Nalisa Muyahi

Economist (Outreach and Capacity Building)

Nalisa Muyahi recently joined the Ministry of Finance as an Economist in the Directorate of Public-Private Partnerships under the Outreach and Capacity Building Division.

Previously, he worked at First Capital Group (FCG) as an Accountant in the Groupís Agribusiness sector before his promotion to Regional Representative and Loan Consultant in the Zambezi Region, a position he held until he joined the PPP Directorate. Nalisa has five (5) years teaching experience and over three (3) years extensive experience in Business/Project and Financial Management, Research and Business Modeling.

Nalisa graduated with a Bachelor of Technology in Economics (2018) and subsequently Bachelor of Business Management Honors (2020) from the Namibia University of Science and Technology. He is very passionate about activities that play a significate role in completing value chains within Africa through capacitating the youth.


Ms. Loini Uutoni

Economist (Project Appraisals)

Ms. Loini Uutoni recently joined the Ministry of Finance as an Economist in the Directorate of Public-Private Partnerships. Before joining the PPP Directorate, Loini served the country as a Soldier at the Ministry of Defense for over 8 years. She served in various roles and lastly worked in the Directorate of Procurement Research and Development, where she gained extensive experience in the area of public procurement.

In 2020, Loini graduated with a Masterís degree in Economics from the University of Namibia. In addition, she holds a Bachelor of Economics (Honors) degree and a Bachelor of Technology in Economics from the Namibia University of Science and Technology. Loini enjoys reading, traveling, and participating in community work in her free time. She aspires to make a meaningful contribution to the development of Namibia through her work at the PPP Directorate.

Mr. Naville Geiriseb

Senior Economist

Mr. Naville Geiriseb is a Senior Economist in the Directorate of Public-Private Partnerships at the Ministry of Finance. Previously, he worked at the Ministry of Works and Transport as an Economist in the Directorate of Transport Infrastructure Management.

Naville has over 5 years experience in the implementation of development programs in transport infrastructure including road network development and construction, aerodrome and runway construction, non-motorized transport planning and climate change initiatives in the transport sector. For 2 years, he served as the National Focal Point for Namibia on the International Civil Aviation Organization (ICAO) State Action Plan on Carbon Emissions Reduction in International Aviation. Concurrently, he served on the National Climate Change Committee (NCCC), representing the transport sector and was a member of the Sustainable Urban Development Master plan sub-committee for infrastructure.

In 2018, Naville obtained a Masters of Science degree in Transport Economics at the University of Leeds, where he was awarded the Frank Lai Award for the most impactful/innovative Masters degree dissertation 2019. He also holds a Russian Specialist Degree in Organizational Management specializing in Transport systems and Logistics from the Rostov State University of Civil Engineering in the Russian Federation.


Mr. Johannes Peya Mushelenga

Senior Economist (Outreach and Capacity Building)

Mr. Johannes Mushelenga is a Senior Economist within the Division of Outreach and Capacity Building in the Directorate of PPP. He joined the Public Service as an Administrative Officer at the Ministry of Justice and later transferred to the Office of Vice President under Veterans Affairs as an Economist. He also served as an Economic Development Officer at Luderitz Town Council, and thereafter he joined Ohangwena Regional Council as a Statistician. . His duties among others were compile, analyse, store and disseminated regional data, conduct capacity building for Constituencies Development Committees and SMEs.

Johannes has over 5 years experience in the area of research and economic development implementation of development programs in transport infrastructure including road network development. During his time at Ohangwena Regional Council, he served as a Secretariat of the Regional Development Coordinating Committee.

In 2021, Johannes obtained a Masters of Business Administration in Management Strategy at the University of Namibia. He also holds an Honors Degree in Economics from the Namibia University of Science and Technology and a Bachelor of Technology in Economics from the Polytechnic of Namibia.


Ms. Nashilongo Embumbulu

Private Secretary

Nashilongo Embumbulu is the private secretary at the directorate of Public Private Partnership. She is responsible for providing administrative services at the PPP directorate. Prior to her current position, Ms Nashilongo was a private secretary at the directorate of Budget Management and Control, and Payment Services in the Ministry of Finance. In her previous portfolio, Ms Nashilongo was responsible for the coordinating State budget meetings with a number of government institutions. She served as meetings administrator, taking minutes at these meetings. In addition, she drafted action plans emanating from these meetings. Given Ms Nashilongo's positive, attitude and willingness to perform extra duties, she was assigned to revamp the secretary's forum blog, established to enhance communication amongst administrators.

She draft the vision and mission statements for her previous directorate, identified, interviewed and wrote the success stories of staff members. Ms Nashilongo completed her school at Jan Jonker Afrikaner High School, graduated from the International Training College Lingua, and is thus perusing her Bachelors degree in Business Administration with the Namibian University of Science and Technology.
