Biography

Mr. Oscar Capelao is the Executive Director and Accounting Officer of the Ministry of Finance, appointed by Cabinet on a fixed five-year term. He is a Chartered Accountant by profession and brings over two decades of distinguished experience spanning public financial management, corporate governance, banking, financial markets, and taxation.

Prior to his appointment as Executive Director, Mr. Capelao served as Deputy Executive Director responsible for Economic Policy, including Tax Policy, at the Ministry of Finance from May 2023. Before entering the public sector, he held senior executive roles in Namibia's banking industry, most notably as Group Chief Financial Officer at FirstRand Namibia from 2012 to April 2023, one of Namibia's leading financial services groups.

His appointment reflects the Ministry's commitment to strong fiscal governance, prudent public financial management, and the advancement of Namibia's economic development agenda.
